The WELS was developed by the National Institute for Innovative Leadership. It is a customizable Quality Rating System for Childcare facilities The WELS systems is funded in part by the Bank of America Foundation and United Way of Miami-Dade Success By 6 for the Quality Enhancement Initiative. The system was created to create profiles of programs and an accountability tool for individuals working with programs with the goal of improving quality. A unique component of the system is a web-accessed work plan that provides up-to-date information on program progress, investment of professional development and technical assistance services and support. The WELS characteristics provide data collection, a centralized location of records and access to pertinent records by all parties. Uniform data entry forms enable input and assess relevant program information. All necessary records are kept in one central location allowing the generation of reports and queries. Due to its accessibility via the web, individuals will be able to input new information in a timely manner, providing up-to-date records. Moving from paper record keeping to the PQPS will benefit participants by modernizing record keeping, data input and accountability.
